DEVELOPING BIHAR

The constitutional machinery in Bihar is sheer failure.Here are some solutions to bring derailed Bihar on track

BiharBihar has been rated as the most corrupt State, according to a study by Transparency International India and the Centre for Media Studies. The insurgencies in and the Naxalite menace in Bihar have inconsiderably increased. There exist over a dozen Naxalite groups like CPI (M-L), MCC, MKSS and many more. Their operational area extends to around 26 districts of central and southwestern Bihar. The State police is helpless, inefficient and corrupt and failed to provide protection to citizens in both urban and rural clusters. Exodus of labour from Bihar to other states for employment continues since Independence.

Moreover, there is no improvement in literacy an deduction in poverty since Independence and the political system is totally lacking for improving the situation. The political leaders have robbed the State. They have no moral to uplift the working condition. The government is not serious to develop industries in Bihar that could generate employment and improve the economy of the state.

The way out

the Way out The panacea to improve the conditions in Bihar is to devise innovative ways for developing the economy of the State through unconventional and massive investment in infrastructure development by roping in private industries by luring them to derive profits for their investments. A thorough bureaucratic change is required without any political interference.

Here are some revolutionary and innovative ideas that can be implemented if Bihar State is to become developed and progressive state

A) Develop Special Security Task Force comprising of military personnel, which will takeover the responsibilities of State police. This special task force will comprise of senior military personnel who are willing-

  • To provide protection to people of Bihar;
  • To provide protection to business community and industries  who will be given impetus to develop the economy of the State;
  • To provide safety to infrastructure from all type of bad elements and insurgencies;
  • To maintain law and order, provide protection in jails in the state;
  • To stop the political parties from being authoritarian

The Special Task Force should ensure that :

Forcse They will not misuse power and the arms provided to them. They will use local police force and manage them efficiently and train them to be human while carrying out their duties. Moreover, the Task Force should ensure that the police personnel should get special pay packages and their working conditions should be made better. They should be given better living conditions. The police stations should be better equipped with modern communication gadgets and computers.

 

Bihar1B) Industrialists and business houses should be encouraged to invest in Bihar by giving special tax concessions such as:
Tax holiday for next 10 years
Excise exemption for next 10 years
No service tax on any services for next 10 years
Flexible special labour laws for survival of the fittest
Opening of vocational training schools for  providing trained manpower (Technical Training)

C) Simplification of rules and hassle free working: The state government should ensure that the State bureaucracy should simplify its rules to encourage industrialists to invest in Bihar by ensuring speedy clearance of projects. The State government should adopt Chinese model for developing industries.

D) The state government should also ensure that there is no political interference in this sphere.

If the above conditions are well implemented, the truly deplorable conditions in Bihar can be improved and it can also be enlisted as a developed state.
